グアムとの共同声明

グアムの人たちと住民の会が繋がって、共同声明を出しました!

沖縄の基地負担軽減という名目でグアムの聖地に実弾射撃訓練場が造られようとしています。
工事は来年の2月に着工予定。
沖縄では負担軽減どころか、訓練がますます強化していること、そして度重なるヘリの墜落や
婦女暴行などの事件や事故など沖縄の現状を伝えにグアムへ行きました。

まずは最初の一歩!
世界で繋がって行きたい。
そして沖縄でも今まで以上にひとつになって頑張っていきます!

沖縄に他国の軍隊の基地を作ること、また沖縄の負担軽減と言って日本の税金でグアムに海兵隊を移転することは憲法違反であり、こうした基地や実弾射撃場の建設は次の戦争のための準備であることから、私たち沖縄とグアムの住民が取り返しのつかない被害に合うことは明らかです。「ヘリパッドいらない住民の会」、「グアハン平和正義連合」、「グアハンに独立を」、「グアム大学女性・ジェンダー研究プログラム」、「フェッツァン・ファマラオアン(女性の力)」は、グアムと沖縄で続く軍事拡大を止めるよう日米両政府に対して連帯して要求します。

私たちの島には数多くの貴重な動植物が生息し、豊かな歴史が根付いています。しかしこの自然と歴史の遺産が、米軍基地により破壊され続けています。私たちは大国の争いのために利用されているのです。

沖縄の高江では、まさに一番恐れていたことが現実となりました。10月11日夕方、高江の集落に米軍のヘリが墜落したのです。このようなことを断じて許すことはできません。米軍機の墜落などの事故や米兵による犯罪事件によって、沖縄とグアムの人々の命は危険にさらされ続けています。私達は普通に安心して暮らすことができません。

私達の多くは、祖先の土地から立ち退きを強要されたり、米軍基地建設がもたらす恐怖のせいで住む場所を追われています。米兵によるレイプや殺人などの犯罪にさらされている私達は、軍隊は子どもも女性も住民も自身の兵士さえも守らないことを知っています。

それは同時に人権が全く守られず、無視され、「人」として扱われていないということです。私たちの「人」として生きる権利を奪うことは誰にもできません。

私たちの人権を守るために、そして豊かな自然を未来へ残すために、私達は連帯して共に声を上げていきます。


Unified Statement Against U.S. Militarization in Okinawa and Guam
University of Guam, October 24th, 2017

To build foreign military bases in Okinawa and to use Japanese tax money to relocate Marines to Guåhan on the grounds of reducing Okinawa’s base burdens is in violation of the Japanese Constitution. Since bases and live-fire training ranges are built to prepare for future wars, it is without a doubt that residents of Okinawa and Guåhan will be exposed to irrevocable harm. Today, the Takae No Helipad Resident Society, the Guåhan Coalition for Peace and Justice, Independent Guåhan, the Women and Gender Studies at the University of Guam, and Fuetsan Famalao’an demand that the Japanese and U.S. governments listen to our unified voices as we stand in solidarity to stop the continued militarization of Okinawa and Guåhan.

Our islands are home to many precious species and rich histories, but our natural and historical resources are continuously destroyed by U.S. bases. We are exploited by conflicts created by superpowers.

In Takae, Okinawa, our worst fear has been realized. In the early evening of October 11, a U.S. military helicopter crashed in Takae. Such an accident cannot be tolerated. From military aircraft crashes and crimes committed by U.S military personnel, people of Okinawa and Guåhan continue to be exposed to dangers not of their own design, and as such, our lives continue to be threatened. We cannot live safely.

Many in our communities have been forcibly removed from our ancestral lands or have moved out of fear because of the construction of U.S. military bases. As histories of crime including rape and murder by the U.S. military proliferates in our communities, we note that the military does not genuinely protect children, women, residents, or even its own personnel.

Our human rights are ignored. Nobody should be able to take our human right to thrive with dignity. To protect our human rights and to save our rich natural resources for the future, we stand in solidarity and raise our voices together.
