やんばる東村　高江の現状

やんばるも秋の風が吹き
オオシマゼミの鳴き声に癒される毎日です。
そしてユウナの花も咲き始めました。
一番いい季節です。

さて先日グアムの議会へ高江から手紙を送りました。
グアムでは沖縄の負担軽減という理由で
実弾射撃訓練施設の建設が進められようとしています。
グアムでも私たちと同じように米軍基地により
住民の安全で安心な暮らしが奪われ
豊かな自然も破壊されています。

私たちはこれから世界中の米軍基地によって苦しめられている人たちと
繋がって一緒に声をあげていこうと思っています。

ひとまず来月から着工予定だったのが、来年2月に延期になったということです。
このまま中止まで頑張ります！
そして高江も引き続きオスプレイの飛行中止と北部訓練場全撤去目指して頑張ります！


高江からの手紙

私たちは沖縄県の北部（通称やんばる）にある東村高江に住む住民です。
私たちの住む集落は亜熱帯の常緑広葉樹林で、世界的にも生物多様性の貴重な自然環境にあり、
ここでしか暮らすことのできない貴重な動植物、約５０００種が生息しているブロッコリーの森（イタジイの森）です。そこに三分の一の面積を占める米軍のジャングル戦闘訓練センターがあり　この半分の面積を返還する条件として米軍のヘリパッド（ヘリコプター離着陸帯）を新たに６ヶ所造る事を２００６年日米両政府が合意し、２００７年から工事が始まると同時に座り込みを始めました。その時から「ヘリパッドいらない」住民の会を立ち上げ、今日まで反対の声を上げています。2016年7月に国が座り込みをする住民を強制的に排除し、力づくで工事を進め、６ヶ所全てのヘリパッドが完成してしまいました。このヘリパッドではオスプレイが年間4690回訓練をすると報告されており、すでに深夜にまで及ぶ連日のオスプレイの超低空飛行訓練が続き、騒音は、７．５倍（琉球新報）と激増し低周波（振動や揺れで恐怖感がある）や　そしていつ墜落するか分からないという不安などからここに住めなくなってしまい、引越しを余儀なくされた家族が３組います。もちろん国からの保障など一切ありません。国は「負担軽減である」という事をひたすら言い続けてきました。一見基地の一部返還など負担の軽減のように見えますが、実際は新しい基地がどんどん増え続け、基地の機能は拡大し訓練は強化され、県民の犠牲という負担は増え続けているというのが現状です。
　今、グアムにも「沖縄の基地負担軽減」という名の下に実弾射撃場が造られようとしていますが、これにより沖縄の基地負担の軽減になるという事実は全くありません。
今まで以上に沖縄では新基地建設が進み、どんどん増えています。おまけに世界一危険な基地とも言われている普天間基地の返還すらされないという事実が浮かび上がってきました。
　現在沖縄にある米軍の実弾射撃場は、沖縄自動車道から約500メートル。一番近い集落からは約1キロ弱に位置しており、高速道路を利用する人たちや周辺の住民たちはいつ飛んできてもおかしくない実弾に怯えながら不安な日々を過ごしています。そして沖縄の貴重な自然はこの訓練により破壊され続けています。　また、軍隊が駐留することは、（沖縄県警のまとめによる）１９７２年本土復帰から２０１４年まで米軍人と軍属とその家族による刑法犯罪の検挙件数は
５８６２件　うち殺人、強盗、放火、強姦の凶悪事件は、５７１件、７３７人が検挙されました。
　沖縄県民もグアムの人たちも、米軍基地があることによって、普通に安心して暮らすことができません。軍隊は女性も住民も兵士自身も守らない。それは同時に人権が全く守られず、無視され、「人」として扱われていないということです。私たちの「人」として生きる権利を奪うことは誰にもできません。
私たちは私たちの人権と豊かな自然を守るために、グアムの実弾射撃場の整備に強く反対すると同時に、沖縄、グアムにある全ての米軍基地の撤去を強く求めます。

To Rear Admiral Shoshona Chatfield,

We are residents of the Takae district of Higashi Village in the northern part of Okinawa Prefecture, also known as Yambaru. Our small residential area is comprised of approximately 140 people in this subtropical evergreen forest. This forest is home to 5,000 species, including endemic and endangered animals and plants—a world-precious biodiversity. Despite this, about one third of the forest is used for the U.S. forces’ jungle warfare training center.

In 2006, the Japanese and U.S. governments agreed to construct six new U.S. military helipads surrounding the Takae district in the forest. When the construction began in 2007, we established the No Helipad Takae Resident Society against the helipad construction and started sit-in protests. Since then, we have continued to raise our voice against construction. As a response, in July 2016, the Japanese government sent riot police to Takae, brutally removing the protesters and forcibly resuming the construction of the four remaining helipads—completing the construction of all six helipads through violence. It has been reported that Osprey, a U.S. military aircraft, will use the helipads 4,690 times a year. Rear Admiral Chatfield, our families are already unable to rest well on most nights because of the Osprey’s low-altitude flight exercises, low-frequency sound waves, and the fear that the accident-prone Ospreys will crash anytime. We are exposed to high levels of noise, 7.5 times more than before, as reported by the Okinawa newspaper the Ryukyu Shimpo. Due to such horrific living conditions, three households have found no other alternative than to leave their homeland of Takae. The government, of course, has not paid any compensation to them.

Although a live fire range is planned to be built in Guam under the name of the “reduction of base burdens on Okinawa,” there has been no such reduction of burdens on our side, as further construction at Henoko continues. Moreover, it has been revealed that the promise made between Japan and the U.S. to return the U.S. Air Station Futenma in Okinawa, known as the most dangerous base in the world, might not be fulfilled. As you surely already know, the U.S. live fire range in Okinawa is located only 500 m from a highway and less than 1 km from a residential area, causing fear of possible stray bullets among residents and drivers. Additionally, as you surely already know, from 1972—the year when the US returned Okinawa to Japan—until the year 2014, data collected by the Okinawa Police reveal that U.S. military personnel committed 5,862 cases of crime, including murder, robbery, arson, and rape.

As this letter makes explicit, people in Okinawa as well as in Guam have not been able to live normal and safe lives because of the presence of U.S. bases. To be sure, the military does not have a positive history of genuinely protecting women, residents, or even its own personnel. A resounding link between Okinawa and Guam, then, is that Chamoru and Okinawan human rights are completely ignored by the U.S. military. In fact, we are not treated as humans at all by the U.S military. Because of such inhumane treatment to the Indigenous CHamoru and Okinawan communities, and in considering the vast destruction of our rich natural environments at Litekyan and within the Yanbaru forest, we strongly oppose the construction of a live fire range in Guam and call for all U.S. bases to be removed from Okinawa and Guam.
